A file uploaded while your recovery list is being built is now counted as one the list does not cover.

Building the list reads your account in pages, in an order set by identifiers that are random — so a file uploaded midway lands before the reading position about half the time and never reaches the list. It was not counted as missing either, because the moment the list describes was stamped when the record was written, after the reading had finished. The browser now sends the moment the reading STARTED, and the server takes the earlier of that and its own clock, so nothing can quiet the reminder by claiming a later time.
