A trash holding only folders can be emptied again.

“Empty it now” handed over only the files under each row, so a trash holding nothing but folders produced an empty list and the button disappeared — while the count beside the heading still said how many rows were in there. A screen that states a number and offers no way to act on it leaves you with a trash you cannot clear. The rows themselves now go, folders included; a folder holds no bytes, so nothing else is destroyed.
