1While it waits, the screen says which of two things is happening.
There is no network, or the storage network did not answer. One of those is something a person can act on and the other is not, and drawn the same both read as a program that has stopped. The two budgets differ for the same reason: an upload has money already spent on it and resumes where it stopped, so it waits ten minutes, while a download has nothing at stake and somebody is watching it, so it waits one.

1Uploads and downloads now carry on across a dropped or changing connection instead of stopping and asking.
A phone moving between its data and a wifi network takes five to thirty seconds. An upload had three attempts six seconds apart on one step, and a download had two a quarter-second apart against the one host the main network has, so both were spent before the connection came back and the person was handed a choice they had no way to make. What is counted now is time rather than attempts, and time with no network at all is not counted against it. A chain transaction is still never repeated on its own: re-signing without knowing the outcome can pay twice.
