The command-line tool now carries on across a connection that blinks, instead of ending the command.

It asked the server once and stopped there, which is a poor arrangement for a tool a backup program or an agent runs unattended. A connection that was refused, reset or never made is now tried again for about twenty seconds, and the wait is announced rather than silent. What is NOT tried again is a refusal, a request that already ran out of its thirty seconds, and a write with no idempotency key: a write that reached the server and died on the way back looks exactly like one that never arrived, and sending it twice can spend money twice.
