Fixed the home page's first headline hiding behind the header when text is enlarged.

On a phone with the browser's text size turned up, the first sentence on the home page — the one that says what NMTS is — started 62px underneath the header and was unreadable. The block of text is anchored to the bottom of the screen while the type inside it follows your text size, so enlarging the type grew the block upward into the header, and it used to be nudged down by a guessed amount, which is why some phone sizes were right and others were not. It now sits inside a band whose top is the header's own measured height, so it cannot go behind the header at any size. On the smallest screens the last line of the trial notice can still fall below the fold.
