Changed two labels on the statistics page to say what they actually count.

「파일을 올린 계정」 was counting accounts that hold a file right now, so an account that uploaded and then deleted everything disappeared from it while the cumulative upload figure kept the files. The labels now say 「지금 파일을 갖고 있는 계정」 and 「최근 28일 안에 업로드한 파일이 남아 있는 계정」, and a line under them says what is counted. The measurement did not change: counting people who erased themselves would mean keeping a record of them.

Fixed our own service checks being counted on the public statistics page as if they were people using NMTS.

The page reported 66 files and 40.7 KB uploaded beside 0 bytes stored and 0 accounts holding files, which reads as though everything uploaded had been lost. Every one of those files came from the automated checks we run against the live service: each makes a throwaway account, uploads, downloads, and erases the account when it is done. Requests carrying the operator key are no longer added to the public counters, and the counters have been cleared of what they had already collected. Nothing that belongs to an account was touched.
