Ten questions a day from one internet line means ten, counted to UTC midnight.

The page for asking without an account says ten a day per line. It was built on the limiter that guards against bursts, and a burst limiter hands out what it holds plus what refills during the window — so walked a minute at a time, one line could send nineteen inside twenty-four hours. It is now a day's allowance: ten, and the eleventh is refused with the wait to UTC midnight, when all ten come back at once, and one line running out does not touch another's. Ten is the limit for a line, so an office or a campus shares those ten between everyone behind one address, which is why that page also requires the human check.
