1A credit charge that came back in full no longer counts as still charged.
The credit ledger never deletes a line: a return adds a line that cancels the one saying “spent”. But the place that asks whether a request has already been paid for was reading only the spent lines, so a request whose credits had come back in full was still told “already paid”. The one path where that would cost money is giving a file’s prepaid storage back, and that fee is zero today, so nothing has been given away. The ledger now records which attempt each movement belongs to, and nothing on your screens changes.
