A recovery list that does not cover every file this device knows about is no longer recorded as finished.

The list was built from what our server returned, and each row was looked up in your device’s encrypted file list. The opposite question — a file your list names that the server did not return — was never asked. If the server ever came back short, the screen would say the list covers 380 files, record it as done, and the standing reminder that you have no current list would go away for good with 32 of your files in no list at all. Your device now compares both ways: the file still downloads, but it is not recorded as finished and the screen says how many are missing.
